Meadow Wood Board Meeting

November 1, 2003

 

Present: Vern H, Roxanne Fairchild, Tom Logsdon, Barbara Moss, Andrea Sonderfan, Trula Daughtry

Meeting called to order at 8:04am

  • Reviewed 2004 budget
  • Board votes (Tom L motioned) to average out alarm monitoring expense among all townhomes

Items for discussion at Annual Meeting:

  • Common dumpster for Homes & Townhomes
  • Dues for Townhomes
  • Removal of dumpster from Townhome budget (1/2 year due to contract), individuals responsible (in a one-year lease for dumpster)
  • Removal of cable from Townhome budget (contract obligations)
  • Board member re-election

New Business:

  • Annual Trash Pick up day

Annual Meeting

Annual Meeting called to order at 9:04 am

Review of 2002 Annual Meeting minutes

  • Minutes approved as submitted

Review of 2003 YTD financials reviewed by Andrea Sonderfan

  • No questions on Income Statement & Balance Sheet
  • Homes Budget Comparison Reviewed
    • Road Maintenance added for drainage issues
    • Request made of board to contact County Road & Bridge about condition of road & damage from grader that got stuck in winter of 2002
    • County not responsible for routine maintenance of culverts
    • Suggestion made to change Common Area Maint allocation from 50% homes & 50% townhomes to 86% homes & 14% townhomes
    • Homes budget approved with change to Common Area Maint allocation

  • Letter from J. Bauer regarding Dumpster enclosure, Forest Service Access, & Cove Blvd clutter

Dumpster Enclosure:

    • Suggestion made for board to contact County Building Dept to ensure a dumpster enclosure is required for the new buildings put up
    • There is no legal requirement for Galipo to build a dumpster enclosure for existing dumpster at townhomes
    • Suggestion made for a dumpster for the entire association in lieu of individual trash pick up & townhome dumpster
      • enclosure would need to be built (estimated $12,000)
      • reduced hassle & savings realized by all owners (less than a 3 year payback - $6 per month per house vs. $15)
    • Board will pursue dumpster for association

      Forest Service Access:

    • Two signs for the man-made trail created in the vacant lot, cost will be the owners of cul-de-sac if they choose to sign it with board approval
    • Suggestion for Trail Building day to build a new one, materials will be required including signs marking trail and input/blessing from Forest Service representative

      Cove Blvd Clutter:

    • Not on Association property, issue will be included in letter to County
  • Street Signs
    • Homeowner suggestion for new street signs in Meadow Wood
    • Approximate cost $130 - $170 for all 3 signs
    • No interest from the floor
  • Board Member Election
    • Vern Hedges and Trula Daughtery will retain their positions on the Board

OPEN DISCUSSION

  • Jonathon Weyant (Lot 46A, 305 MW Circle) – more than 2 cars in the driveway, cars in the street, snowmobiles, mattresses, scrap metal/wood
    • Cars can be towed on the street
    • Registered letter from Property Manager on behalf of the board to owner to cease & desist renters breaking bi-laws & request face-to-face meeting with the owner
  • Will Vandermeer (Lot 32A, 520 MW Circle) – business vehicles & too many vehicles in driveway (garage filled with materials)
  • Standard Procedure on concerns in HOA:
    • Letter to the board stating itemized issues including pictures directed to

  • Comment made that chip & seal road maintenance is terrible
    • Owner must contact County directly, Board has no jurisdiction
  • Comment made about colors in neighborhood needing to be improved/changed/upgraded
    • As owners choose to paint, colors are submitted to Architectural Design Committee
    • Board and attendees agree that a variety of colors is preferred
    • Siding must be natural, (no vinyl)
  • Suggestion made to send out copy of the budget to date & proposed next year budget out before Annual Meeting
    • Board agrees to deliver the information prior to annual meeting
  • Comment made regarding the yard lacking grass (too muddy) in Lot 8
    • Board agrees to look at the yard, specifically erosion

Meeting adjourned at 11:00am except for the group to discuss the townhome portion of the budget

Townhome Budget discussion

  • Change Common Area Maintenance Allocation from 50% homes/50% townhomes to 86% homes/14% townhomes (savings of $1300 to overall budget)
  • Spread fire alarm monitoring system cost across all townhomes vs. building 6 paying the entire bill (no savings to overall budget, savings to building 6)
    • This service provides a reduction in insurance for all townhomes and a call for building 6 for a fire would help prevent spreading to other buildings
  • Suggestion of change of trash removal from townhome dumpster to individual responsibility was not accepted
  • Dues for all Townhomes is $271.56 per month
  • Budget changes approved with unanimous vote

OPEN DISCUSSION:

  • Front & back decks of building 6 will be stained by mid Nov (except unit 636) & again June 1, 2004 (all units)
  • Request for black sed-fence removed, at least in portion, board will include in letter to County
  • Board to look at reserve budget
